PokerStars has increased their offerings over the last couple of years. They've added new sit and go tournaments, new cap cash game variations and launched French and Italian new clients.
So why does this matter?
Well, as I mentioned above, not every datamining site has the same coverage. So your specific needs will dictate exactly what site you should use for purchasing your hand histories.

I feel that Poker Table Ratings (PTR) is the best overall choice for purchasing hand histories from PokerStars. They cover a wider variety of games, betting structures, formats and languages.
Although Poker Table Ratings will be good for just about anyone, in particular they're going to be good for sit and go tournament players. They cover fixed, no limit and pot limit games and anywhere from 2 to 10 players. Variations they cover include knockouts, turbo and double or nothings. You won't find any other hand history site that covers any form of tournaments.
PTR also provides hand histories from PokerStars (.fr) French client. No one else does this either.

Hand-Histories.com
Hand-Histories.com would be my next choice. However, I do feel that they're a distant 2nd behind PTR.
But let's start with what they do well. For PokerStars games, they cover a large range of stakes -- up to nl500. Hand-Histories.com also datamines cap cash games. Only a few sites do this.
Where Hand-Histories.com lacks is where almost any other hand datamining site lacks (other than PTP); they don't have French or sit and go tourney hand histories.

Hand HQ
Hand HQ used to be one our top recommended sites for PokerStars. But they haven't been stepping it up. So they're best used as a backup.
On the plus side, they're good for higher stakes. They mine hands up to 2000nl. This won't matter to a majority of players, but it's good to know you have a place to for those hand histories regardless. The process of buying hand histories from Hand HQ is very easy too -- this is always a bonus.
On the downside, they don't cover PokerStars cap cash games or sit and go's. They don't have French hand histories either.

Summary: Best Place to Buy PokerStars Hands
Poker Table Ratings is definitely my go-to choice for PokerStars hand histories. They simply have the broadest coverage of all datamining sites.
That being said, all 3 are good choices if you don't have much in the way of specific needs. They are all quick in delivering hand histories, have several payment options and are competitively priced. And the hand histories work without a problem (in our tests) in Holdem Manager and Poker Tracker. So overall, you can't go wrong with using Poker Table Ratings, Hand-Histories.com or Hand HQ for your PokerStars hand history needs.
